Who is responsible for delivering POM.xml or Build.xml?

I am taking the DevOps Pre-Requisites Course. I completely understand the concept of why ANT, Maven, and Gradle are using 100%.

My question here is - Who gives me this file to compile things for the developer? Or am I thinking about all of this wrong?
