It looks like option 1 also help minimize the build time. If we say add installation of more packages, the build time (very first time) will also be slightly more, although its small, but still it be more (extra), what do you suggest? thanks !

The first option you can look at either way. Why would you want to install unnecessary packages? Once you have established what the necessary packages are, this will be your minimal build time for package installation.
