Please how do I pull up local host from windows?

I am on the pre-Requisite course. I am unclear as to how the local host was pulled up in the tutorial titled multiple Vms and Networking Demo at Time 4:34.

I dont know how to pull mine from my windows. Please help.

For windows try to open “command prompt” to execute your commands on localhost.
